Job Brief

This position will be an employee of Lutheran World Relief. The RISE Fund project strengthens disaster preparedness, governance, and resilience in Nepal's most vulnerable provinces, Karnali and Sudurpaschim. The program runs across multiple sectors to reduce humanitarian risks and build inclusive disaster risk management systems.

The Program Has Four Interlinked Components

  • Emergency Preparedness & Coordination - establishing rapid response teams, provincial search and rescue units, and activating emergency operations centers.
  • Shelter & Relief Support - pre-positioning emergency supplies, constructing temporary shelters, and ensuring rapid deployment within 24-72 hours after disasters.
  • Health & WASH Services - training health workers, deploying mobile medical camps, distributing dignity kits, and restoring safe water and sanitation systems.
  • Protection & Logistics - providing mental health and psychosocial support, safeguarding vulnerable groups, and creating an emergency transportation fund for rapid deployment.

The project aims to work with the provincial government to enable them to target 13 priority districts and 116 municipalities, directly benefiting over 30,000 individuals and indirectly reaching more than 500,000 people. The Monitoring, Evaluation and Learning (MEL) Officer is a project-based position to support the implementation of anticipated DRR, Health Preparedness, Emergency and Humanitarian Response programming in the Karnali and Sudurpaschim Provinces in Nepal. MEL Officer reports to the DRR, Emergency and Humanitarian Response Manger and will have functional relationship with Senior Program Director, Senior Program Manager (Agriculture and Livelihoods) and Kathmandu based administration and finance team. The position holder is expected to spend 30%of time in field especially in above two provinces and 25% of time in LWR other projects (especially PunarUtthan) working closely with the Senior Manager.

Position Summary

The Monitoring, Evaluation and Learning (MEL) Officer is responsible for strengthening the project's MEL system by ensuring high-quality data collection, analysis, reporting, and evidence generation. The position supports project monitoring, assessments, learning, and adaptive management while building the capacity of implementing partners and promoting the use of digital and AI-enabled solutions to improve data quality and decision-making.

Responsibilities

  • Maintain and regularly update project databases, monitoring tools, indicators, supporting evidence, case studies, and other MEL documentation.
  • Plan, coordinate, and support household surveys, focus group discussions (FGDs), key informant interviews (KIIs), rapid assessments, baseline/endline studies, readiness assessments, outcome harvesting, and other monitoring and evaluation activities.
  • Review the partner's periodic narrative reports including Performance Monitoring Plan (PMP), Beneficiary Tracking Table, Indicator Tracking Table and Activity Tracking Table and provide inputs on timely basis to ensure the data and information are correct and validated.
  • Ensure the quality, accuracy, completeness, and timely validation of project data in accordance with organizational and donor requirements.
  • Analyze monitoring and assessment findings and support the preparation of high-quality monthly, quarterly, annual, and donor reports in collaboration with the line manager.
  • Facilitate participatory action research, document Most Significant Change (MSC) stories, lessons learned, innovations, and evidence-based best practices for knowledge sharing and adaptive management.
  • Provide training, mentoring, coaching, and technical support to project staff and implementing partners on MEL systems, data collection tools, data quality assurance, and reporting standards.
  • Support the development, strengthening, and regular maintenance of digital MEL databases, dashboards, and information management systems.
  • Promote organizational learning by documenting project achievements, challenges, cross-learning events, and disseminating evidence-based findings to internal and external stakeholders.
  • Provide technical MEL support to other Corus/LWR projects and programs, as assigned, to strengthen organizational monitoring, evaluation, and learning practices.
  • Promote and facilitate the integration of Artificial Intelligence (AI), digital technologies, and innovative approaches to improve data collection, analysis, visualization, reporting, and knowledge management across projects.

Education And Experience

  • Bachelor's degree in social science, public health, public administration or related field.
  • A minimum of three (3) years of demonstrated experience in the field of monitoring, evaluation, learning or project management with I/NGOs preferably in DRR and emergency health projects.

Knowledge, Skills And Abilities

  • Knowledge of humanitarian standards.
  • Knowledge of health management information system (HMIS) will be a plus.
  • Ability to work effectively both independently and as part of a team.
  • Ability to implement and manage technical project activities and collaborate across multiple teams.
  • Strong skills in programmatic data analysis, report writing and documentation.
  • Strong negotiation, coordination, communication, and interpersonal skills (diplomacy, patience), believing in teamwork with the ability to perform multiple tasks and work under pressure.
  • Fluent in English and Nepali (speaking and writing)
  • Willingness to contribute and trust in teamwork.
  • Proficiency in Office 365 applications including Word, Excel, SharePoint, and PowerPoint.

Working Conditions, Travel And Environment

  • LWR has an in-person work policy, with all employees reporting to the office Monday through Friday The employee must be available to work outside normal office hours or on the weekends as required.
  • This position must be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in different locations, the employee may be exposed to precarious settings under high-security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.
  • If applicable, must have authorization to work in the country of assignment.
