Job Description
Background:
The Promoting the Quality of Medicines Plus (PQM+) program is a U.S. Agency for International
Development (USAID)-funded cooperative agreement that seeks to sustainably strengthen medical
product quality assurance systems in low- and middle-income countries (LMICs). PQM+ provides
technical assistance to build in-country capacity of medicines regulatory authorities and quality
assurance systems in assisted countries. PQM+ works to improve medical product quality through
cross-sectoral and systems strengthening approaches and the application of international quality
assurance standards across the pharmaceutical system - within regulatory agencies, quality control
laboratories, and manufacturing facilities and beyond (e.g., universities, professional associations,
centers of excellence and more). By sharing scientific expertise and providing technical support and
leadership to public and private sector counterparts, PQM+ helps to create resilient and sustainable
local health systems that ensure access to quality-assured essential medical products including
HIV/AIDS, tuberculosis, malaria, neglected tropical diseases, and other infectious diseases as well as for
reproductive, maternal, newborn, and child health.
In Program Year 5 (PY5), PQM+, with support from partners like WHO, UNICEF, GS1, and EpiC-PSM,
facilitated a high-level workshop to raise policy-level awareness on the Global Standards One (GS1)
system for medical products. This workshop generated significant interest and led to recommendations
for further action to ensure the traceability and safety of medical products in Nepal. To build on this
momentum, PQM+ is now focusing on two critical follow-up activities: conducting a gap assessment of
GS1 standards across Nepal's pharmaceutical supply chain and developing a long-term roadmap for GS1
implementation in the country.
Objective:
The primary objective of this activity is to support the Department of Drug Administration (DDA) to
conduct a comprehensive GS1 gap assessment and developing a roadmap for the phased
implementation of GS1 standards in Nepal by hiring a consultant. This will ensure the traceability and
safety of medical products and bring greater efficiency to the pharmaceutical supply chain.
Key Responsibilities/Tasks:
The consultant will undertake the following activities in close coordination with PQM+:
- Conduct a comprehensive review of current GS1 implementation practices.
- Perform a gap assessment through stakeholder consultation.
- Draft a phased implementation roadmap for GS1 standards.
- Refine the roadmap based on feedback from TWG and stakeholders.

- Organize awareness sessions and gather stakeholder feedback.
- Finalize and submit the GS1 gap assessment report and roadmap.
- Work according to an agreed timeline.

*The workshop and meeting cost will be borne by the PQM+
Mode of payment
Total duration of activity will be Four months for submission of first draft after agreement. Payment for the LOE:
i) 10% after submission of inception report,
ii) 30% after submission of final draft of GS1 Gap Analysis Report
iii) 30% after submission of final draft of GS1 Road Map for implementation
iv) 30% after completion of all task
Basic Qualifications:
Master’s degree in pharmacy, Public Health, Medical Sciences, and other health related subjects.
At least ten years of experience in pharmaceutical regulation or supply chain management, with specific experience in planning and implementing global standards like GS1 for five years.
Proven experience in conducting gap assessments and developing strategic roadmaps.
Strong interpersonal and communication skills, with the ability to engage effectively with diverse stakeholders, with government, and development partners
Ability to demonstrate highest degree of ethics and integrity.
Experience of working in USAID funded program will be preferred. Fluency in English (written and spoken) is mandatory.
