Job Description
ThinkWell, as part of a partnership, seeks a Senior Health Financing Advisor to be based in Kathmandu, Nepal as part of an anticipated USAID health system strengthening project. This role will report to the project's Chief of Party and ThinkWell's home office-based Program Director. The Advisor will provide technical support on all aspects related to ThinkWell's scope of work and direct ThinkWell's engagements with stakeholders. The Advisor will lead the relationship with the consortium prime, other partners, and project stakeholders in government.

This is a full-time position based in Nepal and is contingent on securing funding for this project.

Program Design and Implementation

  • Lead and oversee all ThinkWell activities, including participating in project management coordination with other partners
  • Lead the design and implementation of technical support activities related to health finance policy such as those for the MOH, the national health insurance program, and subnational governments. This includes but is not limited to: policy development and guideline support for government; supporting government coordination; budgeting, costing, and planning; engaging private sector providers
  • Stay abreast of key developments in health finance and resource allocation innovations and interventions in Nepal to inform technical activities
  • Prepare health financing analyses, recommendations, briefing notes, and assessments for internal and client use
  • Provide assistance to others on matters related to topic area of research and evaluation and applies relevant methodologies to programmatic issues of importance
  • Supervise ThinkWell staff and short-term local consultants assigned to health finance activities
  • Perform other related duties and responsibilities as assigned


Project Reporting and Representation

  • Manage ThinkWell's routine technical documentation, including the development of technical and knowledge products
  • Lead ThinkWell efforts to create collaboration opportunities with government, academia, and CSOs.
  • Produce high-quality written reports and presentations, including technical documents, project status reports, policy briefs, and publications for conferences and journals
  • Create graphics and visualizations of quantitative and qualitative data
  • Contribute to sections of donor reports and coordinate team member input
  • Prepare communications for policy and technical meetings or forums
  • Represent the project with external partners, donors, or stakeholders at meetings and events
  • Develop and maintain strong working relations with technical and management units in the consortium.

Requirements

  • BA/BS and 8+ years' experience, or graduate degree and 6+ years' experience in public health, health economics, or related fields.
  • Demonstrated experience with health financing, especially in strategic purchasing, public financial management, decentralization, health financing reforms, policy leadership, and government engagement
  • Demonstrated understanding of all health financing concepts and supporting national health insurance policies
  • Demonstrated poise and professionalism in developing and managing relationships with external partners, donors, and stakeholders
  • Exceptional analytical, research, and problem-solving capabilities
  • A thoughtful systems thinker with a grounded, pragmatic understanding of the complexities of our work
  • Demonstrated ability to engage effectively with strategic partners, including the Ministry of Health and subnational government stakeholders.
  • Full written and verbal fluency in English.
  • Outstanding cross-cultural communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities, and orientations and across work areas
  • Ability and willingness to travel up to 25%.
