Job Description

The Finance Officer will be responsible for the overall financial management of SAMMAN Project. S/he will liaise closely with the Finance Department in the Central Office and maintain CARE's financial operation in the field and also provide guidance and leadership to all Admin and Program staff concerning the overall financial information management including budgeting and other financial related issues. The Finance Officer ensures the compliance with donor and CARE’s rules and regulation and other relevant policies and procedures. S/he will also be guiding, coaching and monitoring the partners to increase their financial management efficiency and effectiveness. The Finance Officer will be based in same office as the Project Manager and provide technical and supervisory support to the NGO partners.

Job Specification
  • Provide Oversight and accomplishment of financial management in a timely manner as per CARE's policies at project and partners.
  • Enhance the financial management efficiency and capacity of Partner’s Organization.
  • Transmission of Financial report to Central Office.
  • Prepare and assist to prepare project budget and revisions.
  • Coordinate and maintain liaison with partners, Banks, Vendors, Line agencies, Communities and project staff and finance section staff.
  • Upholding CARE’s Core values and ensuring its principles.
