Tdh Nepal is seeking a qualified and dynamic Nepali National to work in Prayaas “WaSH in institutions and communities project” for the following position:
Project Manager- Health & WaSH
Reporting to: Health & WaSH Programme Manager
Work Station: Bardiya District
Duration of the position: One year with the possibility of extension
General responsibilities (Overall purpose):
- Contribute to institutional strategy development process in the areas of thematic responsibility
- Responsible to manage and monitor projects and ensures its quality at field level.
- Responsible to support partner for the effective use of financial, logistic and material resources in delivering activities in timely and efficient manner
- Contribute to project design and fundraising in the areas of thematic responsibility
- Establish and maintain linkages with project stakeholders, representation and lead advocacy activities at municipality and province level
- Responsible for implementation of M&E framework and contribute internal and external reporting
Specific roles and responsibilities:
Strategic Management
- Steer strategically the H&W projects in coordination with the Line Manager
- Contribute in developing and updating institutional strategies, strategic country guidelines and policies
- Proactively lead to implement the assigned projects in the field, using operations strategy, action plans, relevant follow-up and monitoring tools
Project Management
- Lead to field implementation of the projects under his/her thematic responsibility
- Ensure proper implementation of project activities and local coordination and compliance
- Carry out field monitoring of project activities and outcomes, bringing a critical look to activities, outcomes, challenges, solutions, adjustments and impact.
- Responsible for timely completion of project activities as per the project document and budgetary plan
- Responsible for partner budget follow up (BFU) and other reporting requirements of the donor and Tdh Nepal delegation (PFU)
- Oversee the financial delivery of NGO partners and accuracy and correctness of their financial transactions, reports, documentation and procurement of goods and services
- Monthly analysis of budget vs. actuals, adjustments in programme spending and allocations
- Develop quarterly action plans in line with annual/ detailed implementation plan
Partnership Management:
- Work on and maintain a good working relationship with project partners and team involved in the project.
- Proactively support to NGO partners on activity planning and implementation of project activities
- Provide guidance, support NGO staff and monitor their work in order to timely completion of projects without compromising quantity and quality of works.
- Work closely with partners for their capacity building (budgeted/not budgeted) including policies of Tdh
- Listen to the grievances of the partners and minimize the possible operational blockage in coordination with HWPC
- Engage in the major procurement activities to ensure quality and proper documentation
Program quality and technical support
- Support the capacity building of partners/ team based on the gaps identified and/or request
- Partner support to prepare technical specification, project standards including designing intervention and developing realistic implementation plan
- Proactively support and coordinate for integrated programming
- Partner support to prepare and update Procurement (supply) Plan of major goods and services
- Support to prepare the Bills of Quantity (BOQ), estimates and drawing & design of infrastructure (i.e. constructions works) as per National Standards
Programme Coordination
- Establish, liaise and maintain a network of contacts with NGOs and I/NGO and relevant entities of Government of Nepal in the area of intervention in the project location (and province) to ensure Tdh visibility
- Proactively coordinate with M&E, Communication, External Relation and other departments as necessary to achieve the result of assigned projects.
- Coordination with the Admin and Finance Team to ensure budget monitoring, expenditure etc.
- Maintain effective and efficient coordination and cooperation with the Local Government authorities and relevant stakeholders in order to implement project activities smoothly
- Participate in relevant coordination meetings and prepare notes/minutes for submission to the Line Manager
- Support and lead field visits as assigned by Tdh management
Fundraising and communication
- Contribute to explore and identify potential funding partners for WaSH projects
- Proactively contribute to drafting concepts and statements etc. based on donors’ formats and requirements
- Respond to queries from external parties such as general public, non-governmental organizations, visitors, journalists, in close coordination with Tdh’s communication focal points and line manager
- Support in external and internal communications related to health and WaSH
- Contribute to drafting project fact sheets, capacity statements and other project communication materials
Advocacy-Representation-Networking
- Proactively lead local advocacy activities in coordination with Partner, line manager and technical advisors
- Represent Tdh in assigned district and provincial forums and coordinate for joint advocacy
- In emergencies, coordinate with agencies in his/her field of activity as part of the inter-agency processes of evaluation, planning and coordination of responses including integrating CPMS in emergency response actions
Monitoring, Evaluation and Learning & Research
- Proactively support MEAL team in the design, maintain and use data for reporting and decision making
- Contribute to carry out assessment and research as per the need of the delegation
- Take a lead on developing and updating M&E Framework in coordination MEAL team
- Responsible for regular field monitoring, collection of case studies and documentation of learnings
- Facilitate internal and external field monitoring visits to the project sites
Reporting
- Contribute to monthly situation report (SITREP) and project completion report for submission to donors
- Contribute to the monthly, quarterly, annual and donor reports (high quality) in line with the project document/ donor agreement
- Produce quality event reports, mission reports of assigned projects
Risk Management, Security and child safety
- Act as the base child safeguarding focal point for Tdh
- Adhere to and promote application of the Tdh Child Safeguarding policy, Code of Conduct, Security, Whistle Blowing and Anti-Fraud/Corruption Policies and Child Protection Minimum Standard (CPMS)
- Ensure that the Safety and Security Plan is implemented and followed.
- Flag and timely report risk of program, field and partners to line manager and Tdh management.
Education / Qualifications
- Bachelors degree in Public Health, Civil Engineering and social sciences
Other experience and requirements
- At least 4 years of work experience (2 years in INGO/ 4 years in NGO) in managing WaSH projects, particularly on WaSH in institutions (HCF and schools) and hygiene promotion in the communities.
- Experience in advocacy and knowledge of WaSH FIT will be an added value
- Strong commitment and willingness to travel to and work with remote and underprivileged communities
- Demonstrative project management capacity (field) e.g., partner management and backstopping
(Note: Preference will be given to the qualified local candidates)
Competencies required
- In-depth understanding of and technical skills in WaSH issues especially in Nepal's context including in WaSH in Health Care Facility and Schools.
- Expertise in qualitative and quantities research methods, tools and approaches
- Reporting and Proposal writing skills including proofreading and editing of documents
- Manages time and priorities, meets deadlines and is punctual
- Communicates in a clear, concise and responsible way
- Stays informed to innovations in the field of work and be able to initiate with the project.
- Adapts a collaborative attitude both inside and outside the department
- Standard management skills incl. partners management, time management, quality assurance of work
- In-depth understanding PCM including Log-frame, ToC design
Languages
- Good command of English and Nepali language (written and spoken)
IT Knowledge
- Good computer literacy & skills, including online collaboration tools.
